Disney asks Anaheim to end “divisive” tax breaks
Disneyland Resort president Josh D'Amaro thinks it's time for Disney and the City of Anaheim to set aside two controversial tax agreements, calling them “divisive,” and “leading to… a difficult working relationship with the City.”
The letter to Anaheim Mayor Tom Tait and the members of the City Council comes just a week after Disney announced it had put on “indefinite hold” construction of a planned fourth hotel at the Disneyland Resort due to a conflict with the City of Anaheim over one of the rebate programs.
In ending the agreements, Disney walks away from a deal that let the company retain 70 percent of the transit occupancy tax paid by guests of a new four-diamond luxury hotel for the first 20 years of its operation. The tax rebate was estimated to be worth $267 million to Disney over 20 years.
The company also proposes to end an agreement dating to 1996, and extended in 2015, in which the city of Anaheim agreed that for a period of 30 years, should it ever enact an entertainment tax on theme park tickets, it would rebate that money back to Disney. In exchange, Disney committed to invest at least $1 billion in “new Disneyland Resort attractions and infrastructure improvements that increase attendance and hotel stays” in Anaheim by December, 2024. With an investment of $1.5 billion by December 2045, the city could extend the tax rebate agreement until 2060.
In his letter to the city council, D'Amaro says “we still believe the future of Anaheim is strong,” and states that the Star Wars: Galaxy's Edge project will “provide incremental revenue to the City's general fund for years to come.” However, D'Amaro made no mention was made of any projects beyond the opening of Galaxy's Edge in 2019; Disney's plans for the now-stalled hotel site; or plans for the now-vacant land that was the proposed site of the scuttled Eastern Gateway Project.
Each of the existing agreements make the Disneyland Resort, Anaheim's largest employer and tax-payer, subject to a living wage initiative that appears on November's ballot. The union-backed measure seeks to raise the minimum wage for hourly workers to $15 by January 1, 2019, and to $18 by 2022. The initiative applies only to employers within the Anaheim Resort district that accept subsidies or tax breaks from the city.
Disney has previously said it will look outside Anaheim for future development opportunities if that initiative passes. If Disney and the city of Anaheim agree to terminate the two deals, the initiative—if passed in November—would not cover Disneyland Resort workers.
In July, Disney reached a three-year agreement with four labor unions to immediately raise the hourly minimum rate to $13.25, climbing to $15 by January 1, 2021. The deal includes another increase, to $15.45, by June 2020.
The Anaheim City Council is scheduled to take up the motion to terminate the agreements during its August 28 meeting.
If approved, the stage is set for Disney and the city to reenter negotiations on future development in Anaheim, though any such discussions would likely come after the November elections when Anaheim residents will elect a new mayor and fill three council seats.
Even without a new deal in place, Disney has quite a few options for developing the now-vacant west end of Downtown Disney. The tax break was tied specifically to the construction of a four-star quality hotel, on par with the Disneyland Hotel and Grand Californian Hotel. Disney could instead opt to build a three-star hotel, on par with Disney's Paradise Pier Hotel, a four-star hotel as originally planned, or a mixed-use resort that incorporates additional Disney Vacation Club units.
Farewell to “a bug's land”
This is the final week to say farewell to “a bug's land” at Disney California Adventure. Opened in 2002, a year after Disney California Adventure debuted, the small area was added to Disneyland's second gate to provide child-friendly attractions in a park that skewed towards older and taller visitors. The existing “It's Tough to be a Bug” attraction provided a logical segue from the Golden State district into the new area, which contained four height-restriction-free rides, and a popular water play area.

Team MousePlanet shines at 2018 CHOC Walk
The Disneyland Resort hosted the 2018 CHOC Walk in the Park this Sunday, August 26. The annual fund raiser is the largest of its kind, with all proceeds benefiting Children's Hospital Orange County. Over 13,000 walkers raised over $2.7 million in the weeks leading up to the walk. Walkers can continue to raise funds through September 26, and CHOC hopes to raise over $3 million from the 2018 campaign.

Mickey's Halloween Party sales tracking
As of publication, all October Friday night Mickey's Halloween Party events at Disneyland are sold out, and there is just one September Friday event left on September 21.
- Sold out – September 28; October 5, 12, 19, 26
- Available – September 19, 21, 24, 26; October 2, 9, 16, 23, 29, 31.
In 2017, all event nights sold out by September 15, so you should buy your tickets as soon as you can commit to a night. Tickets are available via Disneyland.com, at Disneyland ticket booths, or by phoning (714) 781-4636.
But what happens if you had your heart (and vacation plans) set on attending a specific, sold-out night? Before you turn to Craigslist, StubHub, or eBay (all of which bring with them the very high risk of being defrauded), here are official ways you may still be able to buy legitimate party tickets directly from Disney:
- Call Disneyland and order tickets by phone – a limited number of tickets may be available by phone for events that are sold out on line. Call (714) 781-4636 to purchase by phone. Expect to wait on hold for at least 10 minutes.
- Visit Disneyland and purchase tickets in person – a limited number of tickets may be available at the Disneyland ticket booths for events that are sold out on line. However, if you tried to purchase tickets by phone and the night you wanted was sold out, they will not be available at the ticket booths.
- Disneyland Resort Hotels – if you are a guest staying at one of the three Disney-owned hotels (Disneyland Hotel, Paradise Pier Hotel, or Grand Californian Hotel), check with your hotel desk the morning of the event to see if they have tickets available for purchase. Last year, MousePlanet Community Leader Angela told us that a small number of tickets were reserved for Disneyland Resort Hotel guests, and were released for sale at 5:30 a.m. the morning of each party. Officially these tickets are intended only for concierge-level guests, but we've heard conflicting stories about that, and it seems some guests in standard rooms have been allowed to buy the tickets as well. If you're already staying on property, it does not hurt to ask. Angela warns that these tickets sell out very quickly, so don't wait until the party starts to try to make your purchase.
- Friends or family –if friends/family already have tickets, they may be able to purchase additional tickets the day of the party. Again, a small number of tickets are reserved for same-day sales to help accommodate ticket holders who may have miscounted how many they need, or who had friends/family unexpectedly join them. As with the tickets reserved for hotel guests, these are very limited, and go on sale as soon as the ticket booths open in the morning. If at all possible, get there first thing in the morning to increase your chance of getting tickets. You must have the other event tickets with you the cast member needs to see them, and cannot just trust your word that “so-and-so already has tickets.”

We also recommend checking the convention calendar at the Anaheim/Orange County Visitor and Convention Bureau website. When looking at that site, remember to note both the number of people and the number of rooms resulting from each convention. A gathering of 25,000 people booking few room nights (indicating most will be driving in to the area for their meeting) can impact traffic around the resort much more than a crowd of 25,000 staying in area hotels. Of course, that second group is going to make finding a hotel room more difficult (and possibly more expensive), so it's best to book your own room as early as possible if you see that a big convention is in town during your trip.

This first section is a list of discounts on ticket-only purchases. Though it has become more common in recent years, Disneyland tickets are rarely offered at deep discounts unless you are a resident of Southern California or Northern Mexico. For residents outside that area, the best discounts available tend to be simple advance purchase discounts. If you know of any additional discounts, offers, promotions, or contests that should be listed in this section, drop us a line. Note, we are no longer listing offers from the Anaheim-Orange County Visitor & Convention Bureau, as their convenience fee negates any savings.
Don't get scammed! Never buy tickets from an unofficial or secondary outlet, such as through eBay or Craigslist. Never rent or purchase tickets from people approaching you outside the gates stating they have remaining days or leftover tickets. This practice is against the terms of use for Disneyland admission, and may result in denial of entry. It is also common for criminals to shoplift inactivated Disney theme park tickets from supermarkets to resell them. There is no way to determine if these tickets are valid until you try to use them to enter the parks. Only purchase Disney theme park tickets directly from Disney, an authorized seller, or travel agency like MousePlanet travel partner Get Away Today.

Southern California CityPASS ($353/$324) – includes a 3-Day Disneyland Resort Park Hopper Bonus Ticket (including one early-entry day), a one-day admission to Sea World San Diego, and a one-day admission to LEGOLAND California. The CityPASS expires 14 days after first use at any location, and the first use must occur by December 31, 2018. Purchase CityPASS through the Disneyland website or on-site at the ticket booths of Disneyland Resort or the other theme parks included in the pass. You can also purchase directly from the CityPASS website, though a shipping charge may apply depending on how quickly you need the ticket. When you purchase the CityPASS, you have the option of adding a one-day admission to either San Diego Zoo or San Diego Safari Park for an extra $44/$36. This upgraded pass is only available for purchase directly from the CityPASS website. You can also upgrade your CityPASS to add more days at participating locations:

Bring-a-Friend ticket discount – Now through September 3, Disneyland Resort annual passholders can purchase one-day park-hopper tickets for friends and family at a savings of up to 40% off the ticket booth price. This new Bring-a-Friend offer is similar to a promotion announced last week for Walt Disney World, though the terms are a bit different. Passholders can purchase these discounted tickets in person at the Disneyland Resort ticket booths, or at the Disney Desks at local Good Neighbor Hotels. Passholders can only purchase these tickets for days their own pass is valid, and the offer is not valid on blockout dates. The tickets are only good for admission on the date they are purchased. There is a limit of two discounted tickets per day, per passholder, and the passholder must enter the parks with their guests. The prices are as follows:

Disneyland tickets may be used through December 19, 2018. There are no remaining blockout dates for 2018. Active and retired U.S. military personnel can purchase Disney Military Promotional Tickets for themselves and up to five additional family members or friends. No more than six Disney Military Promotional Tickets may be purchased by any eligible member of the U.S. military (or spouse) pursuant to this offer. All tickets and options are non-transferable and must be used by December 19, 2018. Hotel discounts This offer is valid most nights from January 1 through December 19, 2018. There are no further blockout dates in 2018. Disney does not publish the actual discounted rates, and instead asks eligible U.S. military personnel to call (714) 520-7088 to check pricing, availability and to make reservations. In past years, the offer was generally 30-40% off, based on room category.
