Disney debuts the Disability Access Service

The woman in line behind me at the Chamber of Commerce (Disney California Adventure's Guest Relations office) appeared agitated. She left the line at one point to talk with a cast member stationed outside, but returned, saying the CM told her she really needed to wait to speak with someone inside. “I don't know what to say now,” she confided to her companion. “I don't think the old trick will work.”

If anyone still needs convincing that Disney's Guest Assistance Card program needed to be revised to prevent fraud and abuse, this particular exchange could serve as Exhibit A. As I shamelessly eavesdropped on their conversation, I heard how the woman had learned in the past what she needed to say to get Disney to issue her a pass intended for guests with disabilities, though nothing I heard indicated that she actually required such an accommodation. She was worried that using the same buzzword would no longer make her eligible under the new Disability Access Service, which took effect at both Disneyland and Walt Disney World this Wednesday.

I visited the Disneyland Resort this week to check on the new program, and posted the basics on our MousePad discussion forum. Because this program has differing levels of accommodation, my description groups guests into two categories: those who are eligible for a DAS under the new program, and those with disabilities who should not require a DAS to obtain access. There are certainly degrees and grey areas, but the majority of visitors with disabilities should initially fall into one of these two groups:

Category 1: DAS cardholders

DAS cards are issued at City Hall at Disneyland or the Chamber of Commerce in Disney California Adventure. The guest and cast member discuss each person's specific limitations and needs. If the cast member determines that a DAS card is the appropriate accommodation, the guest is photographed, the cast member prints the pass (with the guest's photo on the pass), and asks the guest to sign the terms and conditions.

After receiving the pass, visitors can take it to any of seven Guest Relations kiosks in the resort—four in Disneyland and three in Disney California Adventure—and request a return time for any attraction in either park. The cast member issues a return time equal to the current stand-by wait time, minus10 to 15 minutes (for example, 45 to 50 minutes if the stand-by time is 60 minutes). While waiting for their return time, guests using a DAS can obtain a traditional Fastpass from another attraction, ride another attraction with a short line, shop, eat, watch a show, or just wait near the attraction.

At the requested ride, a cast member verifies the return time and that the DAS cardholder is present, then admits the cardholder's party to either the Fastpass return line (if present) or the alternate entrance (where used). While return times are flexible and cardholders need not return exactly when stated, they cannot obtain another return time until they have either ridden or decided to skip the previously assigned attraction.

After riding, cardholders (or another member of their party) return to any kiosk to select the next attraction and receive a new return time. If a ride has a stand-by line of less than 10 minutes, there is no need to get a return time, which makes using a wait time app (Disney or unofficial) really useful. As stated before, guests using the DAS can also use the traditional Fastpass system where offered—in effect, “double-dipping.”

Category 2: Access without a DAS card

At Disneyland

Built long before the passage of the 1990 Americans with Disabilities Act, not many of Disneyland's older attractions offer wheelchair-accessible queues. In most instances, wheelchair users go directly to the designated alternate entrance for each ride, though the park has implemented a new test program to issue Fastpass-style return times at nine of the most popular “E-ticket” attractions.

To ride Jungle Cruise, Indiana Jones Adventure, Haunted Mansion. Pirates of the Caribbean, Splash Mountain, Big Thunder Mountain Railroad (once it reopens), Peter Pan's Flight, Mad Tea Party, “it's a small world,” or Space Mountain, wheelchair users must first visit the attraction in person and receive a return time slip. As with the DAS, the return time is equal to the current stand-by wait time, minus10-15 minutes.

When they return, the guest goes to the designated alternate entrance for the ride, and this is where the physical limitations of the attractions tosses a wrench into the system. For rides like Space Mountain or Pirates of the Caribbean, issuing return times does nothing to increase the number of people using wheelchairs who can safely be on the ride at one time (due to evacuation procedures), so there is still a significant wait after returning to the ride. MousePlanet reader MammaSilva describes her experience at Pirates of the Caribbean this weekend, though says that even with this issue, she “loves” the new system.

User SJF510 also visited Disneyland this weekend and shared her experiences with wheelchair accessibility without a DAS.

At Disney California Adventure

All of the queues at DCA are considered to be wheelchair accessible, so guests using wheelchairs can use Fastpass or wait in the standby line along with the general public. The one exception may be at Radiator Springs Racers, where cast members use the same return time system as the E-ticket rides in Disneyland on very busy days.

With the policy only in effect for a few days as of this writing, and with “training updates” still taking place as the program is tweaked, it's too early to know if the policy will meet Disney's stated intention to “provide the special experience our guests have come to expect from Disney,” and also enable the company to “control abuse with the current program that was, unfortunately, widespread and growing at an alarming rate.”

So far, the new program has served to please some users, infuriate others, and cause confusion among cast members and visitors alike. I've written several times before about the difference between “policy” and “practice” as they relate to theme park operations, and the DAS is a great example of how far the two can differ from guest to guest.

I have now spent the better part of two days touring the parks with people who have a variety of disabilities, and from what I've witnessed and experienced so far, I feel there are still some issues—both major and minor—to be addressed. In fact, the only reason I was in a place at the DCA guest relations office to overhear the woman behind me talking to her companion (“Exhibit A”) was because my husband and I went there after being told by a cast member at Disneyland's City Hall (inaccurately) that DCA was “doing their own thing over there,” and that we'd need to visit the other park to obtain a DAS.

Some degree of confusion is to be expected whenever there's a major change in policy, though this is a subject that has the potential to seriously impact the way those with disabilities might experience the park. Some of the most vocal criticism has come from the autism community. Hours after the new program went into effect Wednesday morning, Stacey Presley and Judy Mark with the Autism Society of Los Angeles attempted to deliver to Disneyland City Hall a petition signed by 40,000 people asking Disney to reconsider the change. The McClain Special Needs Advocacy has scheduled a demonstration this coming weekend to protest the new rules, and one blogger has decided to tell her adult autistic son that “Disneyland is broken” to explain why they will not longer visit the park under this new policy.

I plan to continue to report on the new DAS, so that you can understand the official nuts and bolts of the program. At the same time, I encourage anyone with personal experience from a visit to the Disneyland Resort to share your observations of how DAS is administered on our MousePad discussion forum so others who are planning trips have an idea of what to expect.

Annual Passholders save up to 25% with new hotel offer

The Disneyland Resort has posted a new hotel discount offering annual passholders discounts of 15 to 25 percent off rooms at the three Disneyland Resort Hotels this fall. The offer is valid for most nights October 20 through December 19, with blockout dates of November 27–29. This package includes one Fastpass for each person on the reservation, and a voucher for a free 5″ x 7″ PhotoPass print.

Tower of Terror AP event, and what you need to know about these “meetups”

Disneyland Resort annual passholders are invited to a screening of Disney's Tower of Terror this Wednesday, October 16 at 5:00 or 7:00 p.m. After catching the movie, passholders can stay in Disney California Adventure 90 minutes after scheduled park closing to ride The Twilight Zone Tower of Terror as many times as they want. Full details, including registration information, is posted on the Disneyland website.

Last week, the Disney Parks Blog hosted a Halloween Time Express meetup. I was fortunate enough to have my RSVP accepted, and shared photos via our MousePlanet Facebook, Twitter, and Instagram accounts all night. Dozens of readers asked why they hadn't heard about the event in time to sign up.

These events are generally hosted by Disneyland's social media team, and are announced via its social media channels (including the Disney Parks Blog, Twitter, and Facebook). Sites like MousePlanet are not given advanced notice when an event is about to be announced, since Disney prefers that you visit the Disney Parks Blog regularly and follow all of its social media networks for official announcements and news. That means if you want to know about upcoming Disney Parks meet-ups, you should make sure to “follow” and “like” the various official Disney accounts.

Team MousePlanet raises over $7900 at CHOC Walk

Team MousePlanet set a new personal record for team size and total funds raised at the 2013 CHOC Walk in the Park, benefitting CHOC Children's, the children's hospital of Orange County. The 79 members of our CHOC Walk team have already raised $7,913.51, and are on our way to meeting our goal of $10,000 by October 31. We'd like to recognize those members who raised the most funds:

…Tickets are still available for the October 30 and 31 Mickey's Halloween Party events, but all other nights are sold out.

…King Arthur Carrousel was scheduled to reopen October 11 following refurbishment, but was still closed as of Sunday. Disney has not posted a new estimate for the return of the attraction.

Do you guys have any recommends for where to order great pizza or Chinese food for delivery around Disneyland? I'm looking for places that deliver to the nearby hotels. We are staying at the Anaheim Plaza.

We usually just look at the coupons/flyers that are put in the room and order from those, but it is hit or miss. I'm sure that we are probably missing out on the better places.

  • King Arthur Carrousel – scheduled to be closed through October 10 for refurbishment, but still closed as of October 13.
  • Mad Tea Party (the ride, not the dance party) – closed October 14–24 for refurbishment.
  • “it's a small world” – closed October 21 through November 7 for installation of the holiday overlay.
  • Tiki Juice Bar – closed October 21 through November 14 for refurbishment.
  • Dumbo Flying Elephants – closed October 28 through November 14 for refurbishment.

2013

Fall

  • Halloween Time – through October 31.
  • Mickey's Halloween Party – October 15, 18, 21, 23, 25, 28, 30, and 31. All dates but October 30 and 31 sold out. Tickets are now on sale. Annual Passholders, Disney Vacation Club members, and Disney Visa cardholders can get discounts on select nights. If you are staying at one of the three Disneyland Resort hotels, you may be able to purchase tickets to a “sold out” night from your hotel's front desk; check with your hotel for availability during your trip.
  • Utah Education Association convention (UEA, a.k.a. “Utah Escapes to Anaheim”) – October 17 & 18 (link). Expect unusually large attendance levels October 17–21 as Utah students and families take advantage of a 4-day weekend created by their school's participation in a state education convention. Not all Utah schools or teachers close for or attend UEA, but the impact on the Resort is usually noticeable enough to mention.

Winter

  • Holiday parade taping at Disneyland – November 9–10 (unconfirmed). Disney never officially confirms the dates that the West Coast segments of the annual holiday parade will be filmed at Disneyland, but DanceTheMagic.com, a Web site that offers travel packages to dance groups hoping to participate in the filming, lists the filming date as November 9, with November 10 scheduled as a back up in case of rain or tape delay (link). Keep in mind that the filming is subject to change with no notice, and we don't encourage readers to make a special trip just to see the filming.
  • Holidays at the Disneyland Resort – November 12 through the first week of 2014.
  • World of Color Winter Dreams debut – Friday, November 15.
  • Candlelight Processional – December 7 and 8 (dates unconfirmed.

2014

  • Tinker Bell Half Marathon Weekend – January 16–19. The half-marathon and kids races are sold out, but registration is still open for the 5K and 10K.

We also recommend checking the convention calendar at the Anaheim/Orange County Visitor and Convention Bureau website. When looking at that site, remember to note both the number of people and the number of rooms resulting from each convention. A gathering of 25,000 people booking few room nights (indicating most will be driving in to the area for their meeting) can impact traffic around the resort much more than a crowd of 25,000 staying in area hotels. Of course, that second group is going to make finding a hotel room more difficult (and possibly more expensive), so it's best to book your own room as early as possible if you see that a big convention is in town during your trip.

Current Discounts & Promotions

This first section is a list of discounts on ticket-only purchases. Though it has become more common in recent years, Disneyland tickets are rarely offered at deep discounts unless you are a resident of Southern California or Northern Mexico. For residents outside that area, the best discounts available tend to be simple advance purchase discounts. If you know of any additional discounts, offers, promotions, or contests that should be listed in this section, drop us a line. Note, we are no longer listing offers from the Anaheim-Orange County Visitor & Convention Bureau, as their convenience fee negates any savings.

Don't get scammed! Never buy tickets from an unofficial or secondary outlet, such as through eBay or Craigslist. Never rent or purchase tickets from people approaching you outside the gates stating they have remaining days or leftover tickets. This practice is against the terms of use for Disneyland admission, and may result in denial of entry. It is also common for criminals to shoplift inactivated Disney theme park tickets from supermarkets to resell them. There is no way to determine if these tickets are valid until you try to use them to enter the parks. Only purchase Disney theme park tickets directly from Disney, an authorized seller, or travel agency. 
One Day, One Park Ticket – Regularly $92/$86

One Day Park Hopper – Regularly $137/$131

No discounts currently available to the general public. Check with your employer, school or credit union to see if any discounts are available through them.
Two Day, One Park per Day Ticket – Regularly $175/$162

Two Day Park Hopper – Regularly $210/$197

  • The Expedia website lists the following special offer: Book your Disneyland Resort Park 3-Day Hopper Ticket by September 30, 2013 and redeem now through October 31, 2013 to receive an Adult ticket for the Child ticket price (price listed reflects savings).

Their listed price is $243.99 for an adult 3-day Park-Hopper Bonus ticket, one cent less than the child ticket. The regular price of that ticket is $260, so you save $16 if you book through Expedia. There do not appear to be any additional booking fees, and you receive your voucher immediately, so this seems to be a legit way to save a little on a 3-day Park Hopper ticket. Disney Military Promotional 3-Day Park Hopper Tickets may be purchased through September 26, 2013, and are valid through September 28, 2013. Disney defines “Eligible Service Members” as active or retired members of the U.S. military, including the National Guard, Reservists, and the U.S. Coast Guard. Valid military identification will be required for purchase. This discount is available at MWR/ITT offices at your military base or other at participating U.S. military sales outlets. The tickets are not available for sale at the Disneyland Resort ticket booths. The price is the same for adults and children, and total of six tickets may be purchased per military member, regardless of who purchases the tickets (the member or their spouse).

As far as we can tell, there is no “fuse” on this ticket, so you may have more than the standard 13 days from first use to use the remaining two admissions, but we highly recommend you contact your base MWR/ITT office for more details before making travel plans. 2013 Southern California CityPASS ($319/$279) – includes a 3-Day Disneyland Resort Park Hopper Bonus Ticket (including one early-entry day), a one-day admission to Sea World San Diego and a one-day admission to Universal Studios Hollywood. The CityPASS expires 14 days after first use at any location, and the first use must occur by January 2, 2014. Purchase CityPASS through the Disneyland website or on-site at the ticket booths of Disneyland Resort or the other theme parks included in the pass. You can also purchase directly from the CityPASS website, though a shipping charge may apply depending on how quickly you need the ticket.

–includes a 3-Day Disneyland Resort Park Hopper Bonus Ticket (including one early-entry day), a one-day admission to Sea World San Diego and a one-day admission to Universal Studios Hollywood, plus one-day admission to either San Diego Zoo or San Diego Safari Park. Discounts for everyone

Purchase with Purchase offers – Disneyland Resort shops frequently offer a reduced–price souvenir (often a tote bag, watch, or blanket) with a qualifying minimum purchase. These are offered at Disney-operated stores only, and generally can not be combined—you must choose one of the eligible offers. If you're a passholder, the minimum purchase is calculated after your discount, and your discount does not apply to the promotional item. Current offers:

  • Disneyland Beach Towel for $13.95 with a purchase of $25 or more.
  • Disneyland Tote Bag for $17.95 with a purchase of $25 or more.
  • Sorcerer Mickey Watch for $18.95 with a purchase of $40 or more.

Landry's Select Club – members of the Landry's Select Club get priority seating at the Rainforest Cafe when available (which makes a huge difference on busy days), and a 10 percent discount on retail purchases. This club replaces the former Rainforest Cafe Safari Club. If you are already a Safari Club member, you can migrate your membership to the new Landry's Select Club at no charge, and start to earn points in the new program. The new Select Club eliminated the entree discount and free appetizer offer that was included with the Safari Club, replacing them with a point-based system that gives you a $25 gift certificate after you spend $250. If you are not yet a member of either the Safari Club or the Landry's Select Club, you can pre-purchase your membership before your trip. Membership now costs $25, but comes with a $25 reward.


ESPNZone MVP Club – membership in the MVP Club does not offer any discounts on food. However, once a member you can make an online reservation for your party up to three days in advance and will get a 25 percent increase in points purchased when playing games in the Sports Arena (and 40 bonus points at activation). You must register online and your membership card will then be mailed to you within two weeks. The card must then be activated at any ESPNZone by the person who signed up for the card and ID will be required (link).


Character Dining Vouchers – discounted character dining vouchers are available for purchase online, in advance of your trip, through Get Away Travel.

Discounts for Annual Passholders

Disneyland Resort hotels – Disneyland Resort annual passholders can save 15% – 25% off rooms at the three Disneyland Resort Hotels this fall. The offer is valid for most nights October 20 through December 19, with blockout dates of of November 27–29. This package includes one Fastpass for each person on the reservation, and a voucher for a free 5″ x 7″ PhotoPass print. Full details on the Disneyland website.


Disneyland Resort merchandise – Disneyland has once again extended the 20 percent merchandise discount offered to Premium annual passholders. The discount is now valid through December 31, 2013.

Discounts for Disney Visa Cardholders

Character Meet and Greet – cardholders have access to a private character meet-and-greet photo opportunity at Disney California Adventure, and receive one free 5″x7″ photograph per visit.


Disneyland Resort merchandise – Cardholders also receive 10 percent off qualifying merchandise purchases of $50 or more from Disney-operated retail stores.


Disneyland Resort dining – 10 percent off at selected Disneyland Resort restaurants, (Big Thunder Ranch, River Belle Terrace, French Market, Cocina Cucamonga, Steakhouse 55, PCH Grill and Storyteller's Café).
