Disneyland puts planned fourth hotel on hold after City balks at tax break

Disney last week notified the Anaheim City Attorney that the company has put construction of its planned fourth hotel at the Disneyland Resort on “indefinite hold as the Resort re-evaluates the economic viability of future hotel development in Anaheim.”

The move came after the City of Anaheim notified Disney on August 6 that “it is the city’s position that Disney would not be entitled to the tax rebate were it to move forward under its current hotel construction plans.”

At issue is a controversial tax rebate intended to entice developers to build four-diamond luxury resorts in Anaheim.

When Disney first announced the fourth hotel in 2016, it was to have been built on the corner of Disneyland Drive and Magic Way, on land currently used as the Downtown Disney parking lot. That project qualified for the Hotel Incentive Program approved by the Anaheim city council in 2015, under which Disney could retain 70 percent of the transit occupancy tax paid by visitors for the first 20 years of operation. The city would collect all of the tax, which currently adds 15 percent to the cost of a hotel room in Anaheim. The tax rebate was estimated to be worth $267 million to Disney over 20 years.

In December 2016, a newly elected Anaheim city council voted to end the incentive, although Disney's already-approved project was grandfathered in, as were two projects by the Wincome Group.

But in October 2017, Disney announced it would move the planned site of the 700-room hotel to the west side of Downtown Disney, about 1,000 feet from the original address. To make room for the new development, Disney closed five popular locations this summer, including the AMC Theater, the last operating ESPN Zone restaurant, the Rainforest Cafe, the relatively new Earl of Sandwich, and the district's second Starbucks location. Demolition on the vacant buildings was to have begun in July, and the project was slated for final approval by the Anaheim planning commission during a hearing scheduled tonight, August 20.

The buildings still stand, and related projects—including a planned relocation of the security checkpoints on the west side of Downtown Disney—are also delayed. Permits filed by Disney in May for the demolition of the impacted Downtown Disney businesses appeared to be working their way through the various departments as usual, when all progress suddenly stopped in mid-June. When we asked about the stalled permits, a Disney spokesperson said they had no update to provide regarding the demolition and construction timeline, and referred our inquiry to the City of Anaheim.

According to the Orange County Register, that would be right about the time the City of Anaheim first raised a concern with Disney about the site change. The two sides have been exchanging opinions since, resulting in last week's decision by Disney to shelve the entire project while it explores its options. Disney also canceled all scheduled planning meetings with the City of Anaheim, including tonight's planning commission appearance.

Disney maintains that the new hotel will bring $25 million in new tax revenue to the city in the first five years of operation, and create over 1,000 new permanent jobs, in addition to 1,500 construction jobs. The hotel was to have opened in 2021. For now, the shuttered Downtown Disney buildings join the vacant plots of land east of Harbor Boulevard, proposed site of the scuttled Eastern Gateway Project, as casualties of the escalating tensions between the City of Anaheim and the Disneyland Resort.

It's possible there will be no progress until after the November elections, when Anaheim residents will elect a new mayor and fill three council seats. Residents will also vote whether to approve a living wage initiative for businesses within the Anaheim Resort district. Disney has previously said it will look outside Anaheim for future development opportunities if that initiative passes.

Should the November elections put in place a city council that is more receptive to Disney's arguments, the hotel project could get back on track by the new year. If not, Disney could move forward with the project at the planned site and forgo the tax break, reverse course and build the project at the original site to qualify for the tax break, or simply cancel the Anaheim project and look at building in neighboring Garden Grove.

Tickets on sale Thursday for 2019 D23 Expo

The 2019 D23 Expo, the ultimate Disney fan event will be held August 23–25 at the Anaheim Convention Center in California. Tickets go on sale this Thursday, August 23, giving fans a year to plan their expo experience.

Last week, D23 chief Michael Vargo announced the particulars of the 2019 expo, including ticketing information and a few special events planned for the convention.

Ticket sales begin at 10:00 a.m. (Pacific) Thursday for the VIP Sorcerer’s Package. This exclusive package is $2500 per person, and available only to gold-level D23 members. Sorcerer’s admission includes reserved seating for all panel presentations, early shopping opportunities, and a list of added benefits too numerous to detail here. Visit the D23 website for the full list of perks, and be sure to set an alarm. The Sorcerer’s Package is certain to sell out in under an hour.

One- and three-day tickets for the 2019 expo go on sale at 11:00 a.m. on Thursday. Ticket types and prices are below:

The best prices are available to D23 gold members who purchase tickets during the early bird window, and Disney is keeping that discount a bit more exclusive this year. For the 2019 expo, gold members are limited to just two discounted tickets, or up to four discounted tickets with a gold family membership.

New this year, guests who purchase tickets to the 2019 D23 Expo before December 31, 2018, can order a series of limited-release merchandise featuring the just-released expo logo, including a T-shirt, lanyard, pin, and tote bag.

Disney last week also announced that fans living outside the United States can no longer purchase, upgrade, or renew D23 memberships. No reason was given for this change, but the company says it is “currently exploring options to allow members outside the United States to sign up or re-activate their gold or gold family memberships.” This is disappointing news for the hundreds of international fans who travel to the bi-annual event, and must now pay even higher admission fees.

It's natural for fans to ask what they can expect from the 2019 D23 Expo before buying tickets a year in advance. D23 was typically light on specifics, saying, “the Expo will celebrate the past, present, and future of Disney with signature entertainment, celebrity appearances, panels, presentations, sneak peeks, and immersive experiences.” Fans who attended past expos know that schedule information is typically released in the month or two leading up to the event, as appearances are confirmed and presentations finalized.

Disney did announce, however, that in honor of the attraction's 50th anniversary, the D23 Expo 2019 Design Challenge will be themed to the Haunted Mansion. Creative Disney fans can enter their original artwork, sculpture, models, and more for a chance to have their work displayed during the expo. The grand prize is a cash prize of $2,300 for once exceptionally talented artist. Given the popularity of the Haunted Mansion, and the abundance of fan-created art already in the Disney community, this is likely to be one incredibly competitive contest. Back for 2019 is the popular Mousequerade costume contest, and actress-designer Ashley Eckstein was on hand at the announcement, along with her fellow judge actress Yvette Nicole Brown, to talk about returning to judge the competition. Eckstein is the creator of the Her Universe clothing line available at Disney theme parks and other retailers, and is an enthusiastic fan of the Mousequerade event. While not finalists, the Tinker Bell/Thor and Ariel/Spider-Man mash-up costumes were a big favorite of the MousePlanet staff.

The World’s Biggest Mouse Party coming to Disneyland in 2019

The Walt Disney Company will celebrate the 90th anniversary of Mickey Mouse with a variety of events around the globe starting this fall. At the Disneyland Resort, the celebration begins with a celebration cavalcade on Mickey's birthday, November 18. Disney says the procession will begin at “it's a small world,” stop at Sleeping Beauty Castle for a special moment, and then conclude in Town Square.

In 2019, the Disneyland Resort will join the international Disney Parks and Resorts in hosting a celebration billed as “The World’s Biggest Mouse Party.” No additional details were available about this event.

Walkers who meet the $85 fundraising minimum can purchase a 1-Day 1-Park Disneyland Resort ticket for $61 (reg. $97 to $117), or a Disneyland Resort 1-Day Park Hopper ticket for $87 (reg. $147 to $167).

The tickets can only be purchased by registered walkers in person at the Disneyland Resort on the day of the walk. You must present your CHOC Walk in the Park wristband to a Disneyland Resort Ticket Booth to purchase the discounted tickets. Each walker with a valid wristband can purchase a maximum of 5 tickets, which represents a savings of up to $400.

The tickets are valid starting Sunday, August 26, 2018, and must be used by September 28, 2018. The tickets are not valid August 31 to September 3; September 7–9; September 14–15; September 17; or September 21–22.

Tickets on sale for 2018 Taste of Downtown Disney

Tickets are on sale now for the 2018 Taste of Downtown Disney, an annual fundraiser for CHOC Children's Hospital. The progressive tasting event visits a number of Downtown Disney eateries, and includes samples of food, wine, beer, spirits, and non-alcoholic beverages.

With several Downtown Disney locations undergoing renovation or closed for good, the event capacity is smaller for 2018. A trio of VIP packages are available for various interests.

Speakeasy at Ralph Brennan’s Jazz Kitchen ($250 per person)

This exclusive experience begins with attendance at the Taste of Downtown Disney® District. 

Then, from 8:00 p.m. – 9:00 p.m. go back in time an enter Ralph Brennan’s Jazz Kitchen speakeasy.  Guests will enjoy specialty crafted fare and refreshing libations created by Executive Chef Darrin Finkel and Bar Manager Allan Roy.

Mickey's Halloween Party sales tracking

As of publication, all Friday night Mickey's Halloween Party events at Disneyland are sold out.

  • Available – September 19, 21, 24, 26, 28; October 2, 9, 16, 23, 29, 31.

In 2017, all event nights sold out by September 15, so you should buy your tickets as soon as you can commit to a night. Tickets are available via Disneyland.com, at Disneyland ticket booths, or by phoning (714) 781-4636.

But what happens if you had your heart (and vacation plans) set on attending a specific, sold-out night? Before you turn to Craigslist, StubHub, or eBay (all of which bring with them the very high risk of being defrauded), here are official ways you may still be able to buy legitimate party tickets directly from Disney:

  • Call Disneyland and order tickets by phone – a limited number of tickets may be available by phone for events that are sold out on line. Call (714) 781-4636 to purchase by phone. Expect to wait on hold for at least 10 minutes.
  • Visit Disneyland and purchase tickets in person – a limited number of tickets may be available at the Disneyland ticket booths for events that are sold out on line. However, if you tried to purchase tickets by phone and the night you wanted was sold out, they will not be available at the ticket booths.
  • Disneyland Resort Hotels – if you are a guest staying at one of the three Disney-owned hotels (Disneyland Hotel, Paradise Pier Hotel, or Grand Californian Hotel), check with your hotel desk the morning of the event to see if they have tickets available for purchase. Last year, MousePlanet Community Leader Angela told us that a small number of tickets were reserved for Disneyland Resort Hotel guests, and were released for sale at 5:30 a.m. the morning of each party. Officially these tickets are intended only for concierge-level guests, but we've heard conflicting stories about that, and it seems some guests in standard rooms have been allowed to buy the tickets as well. If you're already staying on property, it does not hurt to ask. Angela warns that these tickets sell out very quickly, so don't wait until the party starts to try to make your purchase.
  • Friends or family –if friends/family already have tickets, they may be able to purchase additional tickets the day of the party. Again, a small number of tickets are reserved for same-day sales to help accommodate ticket holders who may have miscounted how many they need, or who had friends/family unexpectedly join them. As with the tickets reserved for hotel guests, these are very limited, and go on sale as soon as the ticket booths open in the morning. If at all possible, get there first thing in the morning to increase your chance of getting tickets. You must have the other event tickets with you the cast member needs to see them, and cannot just trust your word that “so-and-so already has tickets.”

We also recommend checking the convention calendar at the Anaheim/Orange County Visitor and Convention Bureau website. When looking at that site, remember to note both the number of people and the number of rooms resulting from each convention. A gathering of 25,000 people booking few room nights (indicating most will be driving in to the area for their meeting) can impact traffic around the resort much more than a crowd of 25,000 staying in area hotels. Of course, that second group is going to make finding a hotel room more difficult (and possibly more expensive), so it's best to book your own room as early as possible if you see that a big convention is in town during your trip.

This first section is a list of discounts on ticket-only purchases. Though it has become more common in recent years, Disneyland tickets are rarely offered at deep discounts unless you are a resident of Southern California or Northern Mexico. For residents outside that area, the best discounts available tend to be simple advance purchase discounts. Annual Pass Monthly Payment Program

California residents can take advantage of the monthly payment plan when purchasing any but the Premier Annual Passport.

Southern California CityPASS

Southern California CityPASS ($353/$324) – includes a 3-Day Disneyland Resort Park Hopper Bonus Ticket (including one early-entry day), a one-day admission to Sea World San Diego, and a one-day admission to LEGOLAND California. The CityPASS expires 14 days after first use at any location, and the first use must occur by December 31, 2018. Purchase CityPASS through the Disneyland website or on-site at the ticket booths of Disneyland Resort or the other theme parks included in the pass. You can also purchase directly from the CityPASS website, though a shipping charge may apply depending on how quickly you need the ticket.

When you purchase the CityPASS, you have the option of adding a one-day admission to either San Diego Zoo or San Diego Safari Park for an extra $44/$36. This upgraded pass is only available for purchase directly from the CityPASS website.

You can also upgrade your CityPASS to add more days at participating locations:

  • Add a second day at LEGOLAND for $25. Purchase this upgrade at LEGOLAND on the day you use your CityPASS.
  • Add LEGOLAND Water Park for $30 for ages 3+ ($5 for ages 2 and under). Purchase this upgrade at LEGOLAND on the day you use your CityPASS.
  • Upgrade your Disneyland ticket to another ticket or annual passport of equal or greater value. For the current Southern California CityPASS, a credit of $330 for ages 10+ ($314 for ages 3-9) will be applied toward another ticket of equal or greater value. Purchase the upgrade at Disneyland before the end of your third visit.

Everyone

Purchase with Purchase offers – Disneyland Resort shops frequently offer a reduced–price souvenir (often a tote bag, watch, or blanket) with a qualifying minimum purchase. These are offered at Disney-operated stores only, and selection may vary by location.

Disney usually allows customers to purchase more than one of the offers in a qualifying transaction, so if you spend $40 or more you can buy both items currently available if you wish. If you're a passholder, the minimum purchase is calculated after your discount, and your discount does not apply to the promotional item.


Character Dining Vouchers – discounted character dining vouchers are available for purchase on line., in advance of your trip, through Get Away Travel.

Annual Passholders

Bring-a-Friend ticket discount – Now through September 3, Disneyland Resort annual passholders can purchase one-day park-hopper tickets for friends and family at a savings of up to 40% off the ticket booth price. This new Bring-a-Friend offer is similar to a promotion announced last week for Walt Disney World, though the terms are a bit different.

Passholders can purchase these discounted tickets in person at the Disneyland Resort ticket booths, or at the Disney Desks at local Good Neighbor Hotels. Passholders can only purchase these tickets for days their own pass is valid, and the offer is not valid on blockout dates. The tickets are only good for admission on the date they are purchased.

There is a limit of two discounted tickets per day, per passholder, and the passholder must enter the parks with their guests. The prices are as follows:

Character Meet-and-Greet at Disney California Adventure – cardholders have access to a private character meet-and-greet photo opportunity at Disney California Adventure, and receive one free image download per visit.

Star Wars Imperial Meet-and-Greet at Disneyland – cardholders have access to a private character meet-and-greet photo opportunity in the Star Tours Launch Bay in Tomorrowland. Offered daily from 2:00 to 6:00 p.m. Darth Vader is once again the character featured at this location.


Disneyland Resort merchandise – Cardholders also receive 10 percent off qualifying merchandise purchases of $50 or more from Disney-operated retail stores.


Disneyland Resort dining – 10 percent off at selected Disneyland Resort restaurants, (Big Thunder Ranch, River Belle Terrace, French Market, Cocina Cucamonga, Wine Country Trattoria (lunch), Paradise Garden Grill, The Lounge at Steakhouse 55 (breakfast), Steakhouse 55 (breakfast), PCH Grill (breakfast and dinner), and Storyteller's Café (lunch).

Costco Travel Packages – many different travel packages including visits to Disneyland and Disneyland hotels are available through Costco.


Disney's Resort Magic and Good Neighbor Magic Packages – These package includes accommodations in one of the three resort hotels or at one of 40 Good Neighbor hotels, along with theme park admission. The packages also come with a variety of extra inclusions and bonuses, usually a souvenir pin and lanyard, and discount coupons for various Downtown Disney merchants.

Military Discounts

Disneyland Resort Military Discounts

Ticket discounts

Through December 16, 2018, active and retired U.S. military personnel (including active and retired members of the United States Coast Guard, National Guard and Reservists) or their spouses can purchase:

  • Disney Military Promotional 3-Day Park Hopper Tickets for $168 each (an increase of $12 from the 2017 offer)
  • Disney Military Promotional 4-Day Park Hopper Tickets for $188 each (an increase of $7 from the 2017 offer)

Disneyland tickets may be used through December 19, 2018. There are no remaining blockout dates for 2018.

Active and retired U.S. military personnel can purchase Disney Military Promotional Tickets for themselves and up to five additional family members or friends. No more than six Disney Military Promotional Tickets may be purchased by any eligible member of the U.S. military (or spouse) pursuant to this offer. All tickets and options are non-transferable and must be used by December 19, 2018.

Hotel discounts

This offer is valid most nights from January 1 through December 19, 2018. There are no further blockout dates in 2018.

Disney does not publish the actual discounted rates, and instead asks eligible U.S. military personnel to call (714) 520-7088 to check pricing, availability and to make reservations. In past years, the offer was generally 30-40% off, based on room category.

Unlike the Walt Disney World version, the Disneyland offer allows the eligible service member to book up to two rooms, and allows their spouse (with valid and proper ID) to qualify in the absence of the service member.

Photopass Discount

Eligible service members can purchase the Photopass Collection for $49 plus tax through December 19, 2018. The package includes digital downloads of all PhotoPass photos in the user's account when they redeem the voucher; a voucher for a dining print package, and a Disneyland photo disc with 350 stock photos from around the Disneyland Resort.

Terms and Conditions:

Here are some other details you should know about regarding the offers:

  • Disney Military Promotional Tickets may be purchased at participating U.S. military sales outlets ONLY by Eligible Service Members (defined below) or their spouses (but not both), for use by themselves and other family members and friends, as provided herein. These Tickets may not be otherwise transferred, distributed or resold.
  • Eligible Service Members are active or retired members of the U.S. military, including the National Guard, Reservists, the U.S. Coast Guard, the Commissioned Corps of the Public Health Service (PHS), and the Commissioned Corps of the National Oceanic and Atmospheric Administration (NOAA).
  • The actual prices charged at the individual U.S. military base ticket offices for Disney Military Promotional Tickets may be less than the prices set forth above.
  • Participating military sales outlets must require that Eligible Service Members (or their spouses) present valid military identification to purchase Disney Military Promotional Tickets.
  • Disney 3-Day or 4-Day Military Promotional Tickets for admission to the Disneyland Resort expire and may not be used after December 19, 2018. Valid military identification will be required for purchase and use.
  • No more than six (6) Disney Military Promotional Tickets may be purchased and (if applicable) activated by any Eligible Service Member or spouse (regardless of the place of purchase and whether purchased by that person or that person’s spouse). In addition, one of the six (6) Tickets purchased must be used by the Eligible Service Member or his/her spouse.
  • Each Disney Military Promotional Ticket must be used by the same person on any and all days.
  • The Photopass Collection can be purchased only in person at Kingswell Camera Shop in Disney California Adventure, or at Main Street Photo Supply in Disneyland.
